ok,so you cleaned the carbs ,its has good gas its getting the gas and the plugs are clean..do you know if the all the plugs are getting a strong spark to them???
also when i first take my 96,1100 shadow out of storage it doesn't want to fire up either i put jumper cables to my car and fire it up tht way to make sure i have a real strong spark..
hope this helps abit for ya...:idunno:

a little late but from my experience with mine yo either left and electrical connection off or you did not secure all three hoses to the fuel tank. the vulcan uses suction feed instead of the standard gravity feed so all of those hoses need to be snug to work proper

also if you used anything less than 93 octane the Vulcan becomes a major PITA
