It wasn't doing this before you had the carbs "redone"?
What exactly does "redone" mean?
What do you mean by "rev it" while hooked up to the battery charger, how do you "rev" an engine that isn't running?
Does the choke work?
Have you tried spraying starter fluid into the intakes?

 

No it wasnt running at all before I had the carbs redone.
Redone meaning complete overhall.
Rev meaning open the throttle repeatedly.
The choke works but doesnt seem to help start the engine.
Ive used starter fluid and it helps start the engine but the problem is starting it cold without having to do stuff like that and hooking it up to a battery charger.
When the bike starts running it runs fine.

 

Then it sounds like the choke is not working.
Is the cable connected correctly?
Are the chokes actually operating on the carbs?
Opening the throttle while starting will make it harder to start.

 

Same thing on a Bandit i had years ago, it was the valve clearances. They were tight as a gnats chuff until the engine warmed up, when was the last time you had those done?

 

Bandit 1200's have rockers though.
Shims generally get tighter as they warm up.

 

BR i'm totally with you on that, however it did it twice when i owned it, both times the clearances needed adjusting as you couldn't get a piece of paper in there, and both times it cured it.

 

Sounds like the choke is not working, if there is no other issue. As BR said, make sure the air cut off valves are being actuated properly by the entire choke assembly all the way to where the cable connects.

 

Sounds like you need to hollar at guy who redid carbs.

 

Why would the carbs be at fault? It starts no problem when warm, just hard to start when cold.

 

Because a cold engine requires a _very_ different air/fuel ratio - that's why we need chokes (it's also why you don't open the throttle during starting). Yours don't seem to be operating. Did you remove the choke valves and ensure carb cleaner flows through them okay?
